The Wolormo and his followers must be investigated and dealt with accordingly. Until minors attain the age of 18 their interests are represented by their parents/guardians/legal appointees. If and when these representatives fail in their duty the state must intervene in order to protect the child.

The "asiwa" practice was really like a promise to marry a young girl when she grows up into womanhood. I know about such marriages in the past, but I believe that practice has ceased.
Modern people would frown on such arrangements.
