What it requires involves policies from the top abd incentives and sanctions from the bottom to effect longlasting changes.

He did the sme barking with waste clearance. Shouting and screaming. What was the result when he left his last post. The waste is as high as mount Afadzato.

Populist screams and propaganda does not bring about much change. Bringing all stakeholders together havibg dialogue on a common objective, effecting changes through policies at the top and sanctions and incentives at the bottom is what will bring longlasting changes with impacts. Finger-wagging, threatening and shouting will only make you a laughing stock amongsr the officers. Their response will be "this one too how long is he going to be here for?...."

I have worked under several bosses and it's sad to say that some of them just sat all day in their air conditioned office doing nothing. Those who really made significant improvements to the system were those who paid surprise visits to sections of the organisation.

Some employees were caught right in the act by these bosses.

For the interior minister to come and say this clearly shows that the GIS head has been doing nothing for his huge salary.

How many of those officials are really on duty? And even if they are on duty, don't they have assigned locations and responsibilities? Imagine physicians just putting on their lab coats or scrubs to hospitals they work at, just to go escort their family members and friends through the theaters. Doing this whilst other sick people wait in lines and are taken through the rigors of 'check in'. Will it be a happy sight or experience for you and your family? Yes every officer comes from a family, but every family also has an officer in some branch of govt office. Whether a teacher or somebody who cleans the office at the end of the day!
