In PNDC era, all the people who got scholarship to Cuba (like Hannah Bissiw), eastern Europe and Soviet Union (like John Mahama) were children, relatives and friends of PNDC activists and soldiers.
Yes, and at the time of Jeremiah John Rawlings, most students who gained scholarships to study outside the country were the wards of NDC members and people of Anlo Ewe heritage. It is bad but that has been the system.

I forgot to add "Prof" Alabi to the club of PNDC activists who benefitted from scholarships from the Scholarships Secretariat to Eastern Europe and the Soviet Union during the PNDC era.
This particular SP of the OSP has proven himself to be useless. His productivity must be reviewed every month. If performance continues to be this sub par, fire him.
This OSP will soon leave it to die its natural death. Ops is a big disappointment
