This is what I was told. A "resident Ghanaian" is a Ghanaian that lives in Ghana for more than 180 days in a year. On the other hand, a non-resident Ghanaian" is a Ghanaian that lives outside Ghana, but could stay Ghana for less than 180 days in a year. Any Ghanaian whether a "resident" or "non-resident" that work outside Ghana and earns an income such income is classified as a foreign income. According to GRA, such income is taxable, but only applies to a "resident Ghanaian" and NOT a "non-resident Ghanaian."

However, those Ghanaians with substantial assets overseas in investment vehicles in places such as Switzerland, Dubai, Singapore or any other tax haven would be subject to this but we all know that big people will never pay tax so the GRA will go after the little people as usual.
