One of our brothers from the Northern parts of this country asserted that when an abomination has stayed long enough with a people it becomes part of the culture.A better phrase will have been Ghana has woken up from it's sleep and have taken up it's original mantle that when given the chance the aFrican was capable to showing to that world He too was somebody(Dr Nkrumahs independence speech, Old Polo Ground)

  That the aFrican was capable of managing his own affairs and other noble ideas but it seems the only thing the Ghanaian has managed to do was to start laying the foundation and almost 70 years latter Ghanaians are still laying and working on the foundation, that reminds me in one of Sir Chinua's books there was a man whose wife was known for cooking late which always leads to the husband consistently complaining that she makes him eat so late when his mates have already eaten and are either toothpicking of smoking tobacco, We all know the all too well story of how the Malaysians came to learn palmnut work in Ghana what they've managed to achieve with it vis their economic miracle

  Hong Kong, Singapore, Taiwan and so many others were on the same economic footing as Ghana at the dawn of independence but now Ghanaians are learning that to say we manufactured this product from start to finish is no ordinary talk. Dr got it right when he located economic development as the fulcrum of any struggle especially the independence of a country. But Ghanaians even today can't get the importance of having a vibrant economy. This is onething no one does for the another

  Our problem is greed and corruption, our leaders are always engaged in corruption and corrupt practices more than managing the economy, hence the harsh IMF conditionalities at all times. The message is stop the corruption and looting, and concentrate on building your economy, which we are not good at, we are always stealing millions of borrowed monies through awarding government contracts to our friends, family members, with no job done, or given away our natural resources to foreign investors for peanuts. Basically, we are building an economy based on nothing, but lies, lies and lies by our leaders since independence, and we are passively watching on until IMF steps in.

  Nana! You are perfectly right on your question regarding the pre-requisites of growth. Indeed, IMF conditionalities have most of the time been in line with the fundamental causes of growth. And this is why the economy often performs better under IMF regimes. If the conditionalities were bad, why have we gone to the IMF 17 times since independence. The professor is only playing with words. It's all style, no comprehension of substance
