The Minister erred by saying that Ghana has not yet taken possession of the train. Ghana indeed has possession of the train. It is when full payment is that property and ownership will be transferred to Ghana.
Useless talk from a useless minister. Ghana was test-driving the train on Ghana’s track. We bear a responsibility to ensure the track is fit for the test. You cannot outsource your negligence, idiot fool.
