  or not ?
  if it is not a legacy loan, then we must deduct that loans from Mahama legacy debt and add it to Akuffu Addo debt portfolio
  
  2. the same must apply to Kumasi International Airport
  and some other projects.
  
  we need to be cleared in our mind that if you contracted a loan to do a project either finished or finished that project remains a legacy of the person who dreamt and seek funds for it implementation .
  politically the voters must know legacy projects for the political philosophies
