  Traditionally if one wants to establish a bank in Ghana, the husband talks to the wife's family and together they come up with he capital required to obtain a license and operate a bank.
  The capital raised is deployed as follows
  1.Buildings,fixtures and furnishing
  2.Plant, machinery and vehicles
  3.Pre operation cost
  4.Working capital(Loanable amounts plus staffing and other cost till operations breaks even)
  As things are Ghanaian banks are required by law to hold Government instruments and other government intruments they themselves may have decided to invest in due to their unrealistic yields which can sometimes be as much as 40% of all the loanable funds at the banks disposal because Ghana is not a manufacturing country most of our business is importation of finished products to make live bearable for it's citizens and banks tend to lend funds to business people who bring in these things, overtime they local banks tend to accumulate huge amounts of bad loans in their ledgers

  and eat into their profit and balance sheet, so they resort to falling on their shareholders to fill in the gap and other sources like what Dr is talking about and if things push they ask their fellow banks for surplus cash and if all fails go to the Central Bank and because the underling assumptions are cultural Ghanaians have not mastered the decipline the profession requires, the banking crises exposed two local titans so as at today there are no Ghanaian material players in the banking sector
