Ghana should not pay a penny to TFL. Diplomats have the right to drive to any part of London in pursuant of their diplomatic duties. The congestion charge prevents them from doing that.This is illegal!!

Zoroaster,I repeat to you that Ghana will not pay a penny of the amount demanded by TFL. If the TFL has the power to take our embassy to court it can do so.Our embassy operates under the Geneva convention ,period.

I believe the charges varies with the location of the embassy edifice and the number of vehicles that the embassy uses and the number of hours an embassy openy per day.
