The company based in USA must be given the opportunity to undertake this project. They will likely use good materials to build a strong and reliable nuclear power to last for several decades. China is helping Africa more than the Americans do in this current dispensation, but the Americans still holds the technical know-how to their peers.

WHO OS THIS MEANT TO BENEFIT? NUCLEAR POWER IS GREAT WHEN A A NATION HAS AT THE MINIMUM SOME DECENT INFRASTRUCTURE IN PLACE.
Building nuclear power plants will only benefit foreign nations and get us even more deeply in debt. We are already up to our eyeballs in debt. Then there are the inevitable kick backs that some of our corrupt and rotten officials will get for giving the go-ahead for this ill-judged and potentially nation-bankrupting project.

It is better described as a Command Economy. They have been "capitalsist for most of their 3000 year history.Also you are implying that a communist China succeeded in building what is now the worlds largest manufacturing state. The fact that they were able to build the second largest economy in a very short time is testimony to ther ability to adapt and change.

The fact is that the Soviet Union had supplied Ghana with an atomic reactor before the coup on 24th February, 1966.
U.S. and her allies ordered the National Liberation Council (NLC) not to have the project at Kwabenya commissioned.
Instead the U.S. took the Soviet nuclear reactor to U.S., had it dismantled, studied it and brought it back years later.
It is dangerous for a country to have its nuclear facility build by the U.S. and her allies because when they want to overthrow a Ghanaian president who is not their stooge they will apply sanctions against the facility, preventing Ghana from having enriched uranium to fire the plant.

France? A big NO! Look at what they have done to their colonies and are now doing to New Caledonia, in the Melanesia, one of the South Pacific Islands. USA will use it as a weapon to manipulate us, if it goes to them, and they will also disturb us if Russia gets it. With Russia, we should also bear in mind the Chernobyl nuclear power disaster - risk and quality management issues. We should rather be looking at China or South Korea. USA will also not be happy if it goes to China, but that wouldn’t be a big issue like Russia. They can hide behind South Korea.

These issues notwithstanding, the technical, environmental and economic considerations are paramount.

They think about themselves and what is beneficial for them. If you don't pay them, they will come and take over the plant like they took over a port in Sri Lanka. Russians have their own economic problems and they don't have the latest technology.
