Rubbish suggestion really. For the exchange rate it doesn't matter if BoG monopolizes forex trade or whether there are other, parallel grey markets.

Rubbish suggestion really. For the exchange rate it doesn't matter if BoG monopolizes forex trade or whether there are other, parallel grey markets.

The fintechs that are not bringing the USD, EUR, etc into the country still need to buy their supply of GHS for local payout somewhere, from somebody.

Now, it's above all corrupt politicians and their cronies who have the extra GHS they want out of the country in hard currency. They deliver the Cedis for payout and receive their foreign currency outside of Ghana in return.

It's a reverse type of money laundering, nobody can stop. Or even wants to. But these transactions still follow market rules, so resulting exchange rates are determined in the best way possible. These transactions make any attempted manipulation of the exchange rate via BoG less effective, but who says that's a bad thing?
