There is nothing ever funded by the government turning out at the quality that could be expected for the price paid. The reason is easily explained. If 50% of the money spent goes into looting and corruption the quality of the delivered project will be less than 50% of what was expected.

Besides, due to the corruption jungle warranties can never be enforced, contractors really don't need to worry about quality.
