  I am a Project Manager and worked as Project Control Engineer when I finish Graduate School in US Transit Project in New York. This Transit Project had been on the drawing for several years since 1970. Before 2000 NYC had spent millions of Dollars in conception and planning. New York MTA from 2001 had Budgeted $4.5 Billion for design and construction and before I came onboard in 2008. Due to the complexity of the project by 2010 the project had skyrocketed to $8.2 Billion. By the end of construction and opening of the MTA Transit System in 2023 the project cost $11.2 Billion in cost of initiating, planning, predesign, final design, ROW/Relocation, contact advertisement, GEC, construction and project acceptance and closure.
  
  Fools like Cudjoe and his group should understand and study what goes into project management for infrastructure systems.
  
  Currently as a Project Manager in Northern Virginia, I am overseeing a Sewer project owned by Service Agency and I have spent $1.5 Million out of $5.5 Million even before 30% pre-design. The cost of final design is being estimated by consultants as well as the construction and maintenance cost. The land does not show anything, but I have spent $1.5 Million. The other sources of funding have not yet been secured but a rough estimate of the entire project is between $95 Million - $110 Million.
  So, what Cudjoe is saying about dispensing $12m with the Pwalugu Dam Project is based out of ignorance and stupidity. They have no clue about what goes into finishing infrastructure projects and talk from their anus.

  This long write-up doesn't make sense; you're disbursing money on your so-called project because you've mobilized enough resources to kick-start the project when the time comes but in the Pwalugu Dam's case, even 30% of the overall project sum has not been mobilized yet but, this whopping sum has been disbursed already for God knows how many yrs now.
  Please don't compare a fully grown country to a yet-to-start crawling country, because the USA was built on probity and accountability. Case study: Donald Trump.
