  Those interested in further education can then fund their studies. Nothing in this world is free.

  I suggest this kind of scholarships could be reduced tand instead students are giving loans to pursue Such programmes and pay back.

May thunder strike you if you are talking about the issue to score political points. Every now and then there are delays since the 1950s. However, eventually the remittances got paid. So shut up.
