The President may proclaim that someone is an “honorary citizen” following an act of Congress allowing him to do so, but that provides none of the privileges of citizenship. (Not residence right, not entry without visa, not petitioning for immediate relatives to join them.)

And honorary citizenship does not carry with it the rights and privileges of ordinary citizenship. It is a strictly symbolic act.

Besides, is against diplomatic decorum for a foreign dignitary to suggest to someone to change or switch nationality. I doubt Obama will do such a thing, more so in a visit to a foreign.

And if I may ask, where did said conversation take place? Did Blakk Rasta have a private audience with President Obama? And if so under what privilege? Blakk Rasta was neither a minister of government nor an MP.

A president would not cause such diplomatic infringement.
