1. Failure to pass his promotion exam (PROMEC) and for that reason lagging behind his mates in rank.
2. Failure to pay his debts including debt to his unit's PRI (an institution in his unit that generates money for welfare of his colleagues).
to the tune of $300 until the money had to be recovered from his salary.

3. Behavior unbefitting of a Commissioned Officer (whatever that means)

It was addressed to the Chief of Staff, General Headquarters as GHQ(COS). I guess the COS accepted the recommendation then pass it to the CDS. The CDS will in turn direct the Military Secretary MS to publish his release.

This letter is marked confidential and should not have been revealed openly. The court should have handled it in confidence too. Finally, this letter may have no role in the present case. Even ex-prisoners may become businessmen without any past history as a hindrance.
