WHY SPECIFY "FEMALE"? ISN'T SHE A CITIZEN? YOU ARE SAYING "ONE FEMALE ARRESTED" AS IF THE CRIME HERE IS TO BE A FEMALE PARTICIPATING IN SUCH DEEDS, SO YOU CAN DISCOURAGE OTHER FEMALES FROM ACTING AS CITIZENS.
If you cannot tolerate violence then go after landguards who terrorise landowners.
And some are asking for Affirmative Action Bill, when women are already equal with men in violence, looting of state funds and adultery.
