  Laudable idea but in a country like ghana where governance is poor and corruption is so rampant and no accountability this will just be another avenue for well connected individuals and politicians to create new companies to create loot and share. Elections are approaching and everything must be done to get money to the 'appropriate' guys. How can a government that has less than 5 months left be trying to implement something like this?

  Why not make building materials tax free? It will make it less expensive for individuals to start something small on their own because we know when the givt tries anything elabora2 it will end up in massive corruption.
