Off the top of my head, I think that the policy should cover or made available to all Ghanaian children despite the economic status of their families. This is because we should not begin to deny national and benefits to certain classes of people only. It is a divisive and dangerous proposition. If we all have one vote, we all equally enjoy the rights of citizenship and we all presumably and commensurately pay our taxes, why should some national benefits be denied to children of some categories of Ghanaians upfront?

Despite the fact that most wealthy Ghanaians will not enrol their children in public schools to enjoy free education, a good portion of the funds that are deployed to fund the free education program, are derived from taxes paid by the wealthy class.

When the great Osagyefo Dr Kwame Nkrumah established the first truly universal free educational system which was then dubbed as, "Free Education from cradle to grave" - therefore from kindergarten to the highest university level, no parent in Ghana, rich or poor, was given the privilege of choice or right, to divest their children from the scheme. This, as well as many other nationalistic policies of the Nkrumah govt is what many years down the line, has kept the bonds of fraternity and proud social cohesion glued together for mutual sovereign
benefit.

In other jurisdictions the rich a takes their kids to private SHS and gets enrolled in IVy leagues universities. However, the poor in Ghana that bears a lot of children will critic free SHS which could be an equalizer between the rich and the poor. Meanwhile, the rich are silently enjoying free SHS with their wards, and relatives. The rich avoids the government primary education even though trained Ghanaian teachers who enjoyed the Ghanaians taxes as allowances lackadaisically perfumed their duties, same with nurses, doctors who enjoyed our taxes as a form of scholarships etc.
Then we will turn around and blame the government who would want to institute pro poor policies.
Another government comes in and scrapes it off because Ahiafoc don’t like it or siphon the money through corrupt deals.

What we should be concerned is their ability to govern, not their children also benefiting from freeSHS. Ghanaians talk too much. On one hand they say everyone is suffering. On the other hand they say only the poor should enjoy freeSHS. The question is on what basis will you determine who is poor? Based on what data? A person may have no paid job or nothing in bank account but have 200 cows. Can you say that person is rich or poor? Not all employees or politicians are rich. Any attempt to target only the poor will lead to corruption. We have tried that as a country with getfund. So, let everyone enjoy. No criteria, no hassle, no short change or corner-corner, no interviews. Straight forward policy and solid. It makes more sense to me. The same people who are fighting to make only needy students enjoy freeshs will be the same people going to enjoy it underground at the expense of the needy.

After JJ saw your true colours you betrayed him and Joined Akuffo Addo. In 2008, while in the camp of Akuffo Addo you switch your allegiance to the late Prof Mills and you were rewarded for your betrayal with National security coordinator. In 2012 when president Mahama sacked as National Security coordinator you started attacking and made an attempt to join Akuffo Addo but NPP resisted you.

school fees? remember the CMB scholarship scheme. The majority of beneficiaries were children of civil servants. President Mahama's Father was a minister of State and could afford to pay school fees, yet his father transferred him to the north to take advantage of the free SHS for the north. Free SHS for every child in Ghana is ok. it will benefit all taxpayers.

I paid more than $8000 as tuition and boarding fees for my son who attends Stoney Brooks University, as a resident of NY and know other students whose family contribution is zero, yet I am a strong supporter of means-tested programs. There should be a program in place to determine parents ability to pay, this is a no-brainer.

One good thing every Ghanaian must look at is even how those from rural areas get opportunity to attend some of the best schools in Urban areas. Ask yourself wether that was the case before free SHS implementation. You claim it is not good to have extended this to the dependents of well to do families right? In Ghana, well to do people are the ones that complain about everything and they do so for the poor majority to feel like they're speaking for them and that's a lie because you guys do this for your own interest. And to those complaining about bad implementation, when did the country's education system become better? Everyone has been complaining since ages and instead providing solutions, black man will always criticized with offering a solution. You're saying I shouldn't benefit from this policy because a current or former president is my grandfather? My goodness!! Please put on your thinking cap. Whoever doesn't need the policy chooses to go to private school where they can pay their fees without complaining. I pray that the youth of this country will see this policy as a game changer because this is the only way someone like Gen Nunoo and the catfish can all climb the ladder to the top. I was at a government hospital the other day and was asked to do chest x-ray. After the test, I asked to pay and got to know that a relative had made the system cover it. I queried her and she replied whether I knew what people were doing for their relatives and friends at that hospital.

I'm not wealthy but I don't like free things. It's never free. Someone is always paying. I'm on government payroll and can afford the cost of a chest x-ray. The hospital can find a way of identifying poor people who cannot pay and make it free for them. No wonder hospitals can't pay utility bills.

People who can afford to pay are getting free things and putting a burden on the economy and it's affecting us all. It's the same thing with free shs. I have relatives whose children attend GIS. They pay fees in dollars. They don't want free things. Reserve the fee things for the poor and needy. That's what the good man is saying and he makes perfect sense!

ITS VERY PATHETIC TO WATCH THE TRAFFIC “LIGHT SYSTEM “GOING BECAUSE OF LACK OF INFRASTRUCTURE WHILST A LOOK OF THE E BLOCK BUILDING GOING WASTE UNOCCUPIED AND HAD GROWN WEEDS.U CANT JUST GO TO SCHOOL TO COME OUT AS HALF BACKED HIGH SCHOOL WITH U NOT ABLE TO WRITE YOUR NAME OR SPEAK-AND CONSTRUCT GOOD ENGLISH.OUR CHILDREN SHOULD BENEFIT FROM THE SUPPOSED FREE EDUCATION BUT THEY ARE NO.JUST CALLING YOURSELF A SHS GRADUATE IS NOT ENOUGH.HOW CAN U PRONOUNCE EDUCATION GOOD WHEN THE CHILDREN HAS NO TEXT BOOKS FOR REFERENCES?HOW CAN U ALLOW A TEACHER TO TEACH WITHOUT VACATION JUST BECAUSE OF POLITICS. HOW CAN A SCHOOL OPERATE WITHOUT THE PARENTS OF THE STUDENT HAVING NO SAY IN THE SITUATION OF HIS CHILD. HOW CAN U RUN A SCHOOL WITHOUT PTA.AGAIN HOW CAN U RAN A SCHOOL WITH HEADS TEACHERS AND STAFF HAVING NO SAY.HOW WILL PARENTS WILL RATHER BE PAYING MORE FOR EXTRA CLASSES IF ITS FREE EDUCATION.IF THE PARENTS DONT DO THAT THEIR WARDS WILL FAIL. ALL THAT THE NPP GOVT IS PRODUCING ARE HSLF BAKED SHS STUDENTS WITH NO SUBSTANCE.
THATS WHY THEY MUST REVIEW IT. ALL STAKE HOLDERS OF EDUCATION INCLUDING PARENTS SHOULD COME TOGETHER AND TELL US WHAT THEY WANT FOR YHEIR CHILDREN. THIS IS THE RIGHT THING TO DO. AND IF THEY SAID THEY WANT TO CONTRIBUTE SO BE IT.
STUDENTS FILL FORMS BEFORE THEY ENTER THE SHS CLASSROOMS SO THE NEEDY CAN BE IDENTIFIED. BOARDERS SHOULD SHOULD PAY FOR THEIR CHILDREN FOOD SO THAT THEY CAN HOLD GOVT RESPONSIBLE IF THE ARE NOT FED WELL. IF U ARE DAY STUDENT UOUR PARENTS SHOULD CATER FOR YOUR FOOD OR THE SCHOOL WILL GIVE U ONLY ONE GOOD MEAL AND SNACK AND NOTHING ELSE.

As soon as fee-free SHS education policy was introduced nationwide the rich withdrew their wards from private fee-paying SHSs to fee-free public SHSs.
Is he aware John Mahama attended fee-free public secondary school in northern Ghana when his father, a minister of state in Dr. Kwame Nkrumah's government, could afford to pay fees in any southern school?

People who could afford to pay customs duty don't pay because of political affiliation. Look at elevy they said when you pay through registered businesses nothing would be so the business have refused to accept Momo and the burden is on us the poor. If you want those who can afford to pay shs fees remember that they won't pay and use protocol and ways and means to avoid paying it. It's rather the poor parents who will pay.

The idea was that only the rich could afford footwear in those days.I believe every one in Ghana, the rich or poor should be given the option of deciding to pay or not and those voluntary payments into noted accounts payed directlyby the said student will be recycled to support the scheme. And in conclusion , what will the politicians have used this free SHSmoney for? Is it not going to go into some pocketsAllow it to be open as it is. FREE SHS FOR ALL IS SIMPLE.FOOD FOR THOUGHT

My question is, how do you classify who is poor? In Ghana, sixty percent of the population is poor. Are you now coming to choose who should go to school because he/she is poor?
