  The government has the right to regulate the prices of cement to protect citizens from price gauging and exploitation by the manufacturers.
  The government has to sit down with the cement manufacturers and come out with a uniform price taking into the production price and profit margin . I this case the government is not imposing the price on the manufacturers but a price determined by both manufacturers and the government after a negotiated agreement.

  This useless government is trying to use the lazy approach in solving problem as the have been doing since. If you want the price of products to go down remove some of your useless thievery taxes from the system.
