  the report is not about the cost of building the airports. it is about the cost of operating the airports. the initial investment is not indicated in the report.

  I must say, it is not economically viable to operate airports in these regions, especially when the volume of flight is so minimal. It is just in name that we have airport here and there. The monies sunk into these projects could have been used to expand road infrastructure to these cities.
  Only few rich men and women use the airports. In some instance it is just for luxury.
  for the general population, expanding the roads and tolling them would have been economically viable and would serve more people than building airports.

  Absolute nonsense. You are failing to stimulate the airport for profits and you say it is not commercially visible? Who builds an airport without providing the necessary business environment for it to thrive and then you turn around and say it is not commercially viable. We have heard this excuse as a reason for neglecting the development of the North. If you invest in these places and control corruption, all airports will be viable.
