The contractors claim govt that the govt owes them that's why they have not repaid their debts which has affected the viability of his bank.
Because of that govt "owes" him through the contractors so he wont refund your money until the monies. Does that sound reasonable??is that commonsense??

Did you consult a lawyer before issuing your statement? Any first year Law student who has studied the Law of Contracts knows about Third Party Beneficiaries. Is your bank a beneficiary of contracts that some contractors entered into wwih the government? Will you have any STANDING in any lawsuit about the government's indebtedness to some contractors who happen to be your bank's customers? Be educated on this basic contract principle.
