On top of that, does he know the age of those structures, encampments and refugee camps we call police barracks? How many of them even ministers leave govt bungalows the same, let alone better than they moved into them? Responsibility should start at the top!

how do we do it

1. The police are in the building or in the apartment as a tenant - he or she qualified to stay there because the first qualification is been a public officer.

2. every 6 months there must be control about the equipment in the facility if something is damaged it need replacement either by the Tenant or the management of the facility.
3 the 2nd point is the reason why every Government facility need to be insured by the state insurance .
A) everything in the room must be insured and paid by the Tenent
b) outside the facility like paints, window , doors grasses , gardens , and walls are all insured by the state insurance

so
if anything got damage it is either be replace by the Tenant insurance company , or the state insurance company.

The I don't think it is a free apartment.
if the tenants are to pay monthly rents either by deductions from the salaries or by 2 years deposits subject to renewal
it is very important to charge an appropriate price- and insurance is one of the most important composite factor in the determinations as to how much the cost should be.

Lastly if a tenant is been found and 4 times be given warning as to how the apartment should be kept clean and tidy , but is refusing to adhere to warnings ,
That person must be evicted from the state house

In the good old days inspections were carried out in barracks for cleanliness. Barracks should be like school dormitories, and not turned into zongos. If you don't want it inspected, go rent your own house.
