While it is great to keep gutters clean of debris, for the purpose of having any sort of impact on the perenial flooding, this attempt will have no effect. Why do i say so? Because the volume of water causing floods is so much, cannot be contained in the drains we have, even f there are desilted. The problem is there are too many roofs. Too much run off water, and not much open spaces for the water to percolate, that is go underground.
How do you solve this? I don't know.

The various assemblies should award contracts for the drainages or gutters to be covered. The contract sum is reduced by the assemblies and pocketed. This is a rip off from the assemblies.

The drains aren't properly constructed and managed why should individuals be held responsible? Why didn't he bill those contractors who did the shoddy work as well as why is he billing the District Assemblies who are refusing to do their civic and statutory duties?
