Poor foundation and use of poor materials and bad contractors. The foreman should be arrested. If the land has has no rock/hardcore underground is loose/swappy area and you still want to put up a storey building, you need to be careful. If you have to dig several feet down, if it is 3 stoery, it has to be six or more feet down and then you start building from there. Lay concrete using quality cement, chippings and sand , allow construction work to firm, remember to add adequate amount of water so the concrete can harden well. Once the foundation is well layed there is no way a storey building will collapse without external force
