One hour late, no where in the world will they be allowed to write the exams. Authorities took the right decision. Those miscreants will learn to adhere to laws and regulations next time.

Being late should be no cause for preventing a student from taking the exam. Let them take the exam, with the understanding that they will not be given any additional time.
