ALL HE SAID WAS IF THE PARTIES DON'T MONITOR THE ELECTIONS WELL AS FOR HIM HE WILL ANNOUNCE WHATEVER FIGURES ARE PLACED BEFORE HIM. HE REPUDIATED HIS RESPONSIBILITY OF ENSURING THE ELECTIONS WERE FAIR AND THE RESULTS REPRESENTED THE WILL OF THE PEOPLE
