  Who should declare the state of emergency? It is the very people who are grossly involved in the activity who should declare it? Will you hang yourself under normal circumstances? Our leaders are wicked, thieves and corrupt. Whether they are military, political, social, traditional chiefs etc. No exception! Thieves, burglars, armed robbers, galamseyers. It doesn't matter. They are all thieves.
