  It's not the same. EC was implementing a scheduled programme which includes registration of candidates, exhibition of provisional voters register, corrections, final register among others. That is why each of its activities has a duration and deadline. This has been done since 1992, the time table will not shift simple because one party is not able to fill its forms correctly or completely. That in itself casts doubt on the parties capacity.
