  Until we get a good data from GRA to distinguish between the rich and the poor FSHS shd still remain wholesale.I know within the 2 or 3yrs with Bawumia digitalisation programme we will get there.Very rich Ghanaians will pay their own fees whilst GRA will compensate them with Tax Allowance for Education.
