Trust the police to say the rider was at fault. Gangster country.
There is no need to investigate a driver who was driving from the other direction of the road. The only thing to be done is to examine the BRAINS of the said driver to find out if he is not insane.
That kind of driving by security personnel and so called VIP'S who u can't even understand where they are going and what kind of problems they are in a hurry to solve. The same big men won't think of innovative ways to solve ...
