  2 boarders will pay for feeding since they will be fed when at home
  3 provide teaching and learning aids

  3 provide teaching and learning aids
  4 train more teachers and pay them well
  5 even if they double track since the population is huge give them a break for research and rest
  6 give them incentive to encourage them such as affordable homes, buying on credit for basic amenities,cars, motorcycle,loans so that they will be happy at their various stations.

  Talk is cheap by NDC disappointed members. Luckily NDC governed just 8 years before and education was soo terrible that teachers were using their pay to buy chalk!
