  This is wickedness on the part of the NLC and Govt as a whole. You deliberately stifle workers their due and when they press home their demands you run to the court to injunct them under the pretext of sitting at the negotiation table.
  We need to capture the .number of times negotiation has to take place so both parties can resolve their issues and get attended to.
