  The free SHS is for parents who cannot afford to pay for the fees charged by private schools. This parents who prefer to educate their children and wards in private schools can afford to pay the fees. The free SHS policy is meant for comparatively poorer parents. However, fairly rich and provable rich families have all taken advantage of the policy to educate their children and wards in the public schools. The heads of the private schools should stop complaining about wanting the government to provide for them also. That is the risk in doing any business; expect profits and losses.
