This is smart. Ghana can benefit from cheap crude oil from some of these countries to stop the over reliance on Nigeria in the short to medium term.

Our closest neighbouring countries were excluded - Togo, Burkina and Cote d'Ivoire. So I guess this may have nothing at all to do with good neighbourliness.
