By the time the West decided to give African countries independence, Russia has subdued all its invaded territories into the Soviet Union using violence to keep them in.

In the end the Center could not hold and the Soviet Union collapsed with all their invaded territories escaping to freedom.

The failed experiment of the Soviet invasion and occupation is what Putin wants to repeat starting with Ukraine which is bound to end in failure!

The US as far as I know does not have any lab in this country that handles bioweapon base pathogens or run any secret programme for research into such weapons.
Russia was the producer of bioweapons with several research dating back to the Soviet Union era. Russia was the first country to weaponise Anthrax ( Bacillus anthraci) bacteria.
