Procedurally he is wrong. Leave is applied for or assigned to, granted and approved by the appointing authority. He cannot grant himself a leave and proceed to hand over. What he needed to do is to resign. But even that, the resignation has to be approved before you can leave. Again it is the appointing authority that will tell you who to hand over to. It is not a choice of the departing staff to decide who to hand over to. He is wrong in every aspect and the departure is therefore void. He has to return to post and go through the right process.

The fact with that job is any new incoming Government replaces the Director General of the NCA, so he is smart enough to know he will be sacked. He has some pride, so why will he wait to be sacked. Better to show on his CV/resume that he left or resigned. The right thing for him to do is to take TERMINAL LEAVE and the date of his letter is such that it was approved by URSULA and the PRESIDENT. This is much ado about nothing. He may be a thief but don't misinform readers by stating that it is procedurally wrong when he can legally take TERMINAL LEAVE and he does not need the incoming Government to approve.
