  MY CHARGE TO THE NEW DIRECTOR -GENERAL OF THE NATIONAL LOTTERY AUTHORITY(NLA).
  Good morning to you the new D-G of the NLA, Mr.Mohammed Abdul-Salam !
  I welcome you to your new role as the CEO of the Lotteries Authority.The task ahead of you is no mean one and I hope and pray that you will dutifully carry out your task.I say so because the Organization needs a lot of reforms, reforms that will actually lead to the turning round of the fortunes of this great revenue generating avenue for the State.
  I have the following suggestions to make to you for the success of the NLA.I know I am not your appointor,and I equally know that your appointor has spelt out your duties for you in your letter of engagement.But I do know very well that your appointor and your good self-do not know the nitty-gritty of the work ahead of you.That is why ,as an observer from the sidelines,I have decided to proffer these suggestions to you.
  
  The machine games:
  Patrons of the lotteries were very happy when a former D-G, Kofi Osei Ameyaw introduced the machine game and through which quite a good number of patrons made some fortunes and the State also made additional revenues.The coming of your predecessor ,Sammy Awuku ,however saw the cancellation of the game much to the chagrin of many a patron.This is because their opportunities for making additional fortunes was blocked.
  Sir,I implore you to consider re-introducing the machine number game in view of the advantages that accrue to the Organization and for that matter the State as well as the individual patrons.
  
  Betting tax:
  I was actually not too surprised to hear your predecessor confess the other time that the introduction of the betting tax was unnecessary. Some of us had cause to kick against this ‘stupid tax’ to no avail at the time legislation was about to be introduced to give it legal effect.I hope that your appointor and for that matter the new government will live up to its election promise to abolish same within the 120 days of taking office.
  
  Timely publishing of the draw results:
  One other issue has to do with the publication of the draw results in a timeous manner.Sir ,can you imagine that at times the results of the game are not published in a quick fashion as expected by the stakeholders? This is particularly so when it comes to the Saturday Noon Rush games. Can you imagine that even as I type, the results of yesterday’s Noon Rush game have not been displayed on the website of the NLA? I hope that this situation is not due to that lazy mantra by your new Organization that lotto has no plan.And I believe you are not coming into office with that mindset that there are no strategies to winning the game.Get your IT team to work quickly on the publication of the results.And by results, I mean full results(both winning and machine numbers).
  
  Permutations versus Combinations:
  For a long time now I have been raising concern about the us of the terminology ‘perm’ in the lottery industry ,especially when ‘banker-to-banker’ was much widespread.A patron will bring out ,say,four numbers and ask the vendor to ‘write’ them for him, “ perm two(2).And the vendor will come out with six lines of stake for the patron.And so has it been the case since.I am actually at my wits end why a reputable organization like the NLA, with the automation of its operations will also adopt same ways of writing the tickets.My fear for the NLA is when a well-informed patron will take the organization on at the law courts because he has not been paid his full winning tickets.For, in the example of the four numbers I have given, four permutation two will give twelve lines, and even though he has paid for six lines ,the whole thing stands to reason that he has won twelve tickets(in case of a win).I am no statistician and I do not pretend to be one, but from the Basic Statistics that Mr.Nyani(I believe I’ve got the name right) taught us at UCC,the proper terminology to use here will be combination.And so , the “four permutation two” will properly so read, “four combination two.”In this case there will be no ambiguity that the patron has won six tickets in case of a win of the four numbers.I know the terms can be used interchangeably in case of playing three numbers because three permutation two gives the same result of three as three combination two.One may wonder why this lengthy exposition of arrangements and selections? It is because I want to charge you ,our new Director-General, Mohammed Abdul-Salam to see the best way to re-calibrate your systems so as to know when it is appropriate to use the correct terminologies in the industry so that you will not be inundated with court cases in avoidable situations like this.This should not be too much for your IT Team.to do.I know you will soon procure new machines to augment the existing ones and also replace the old ones that look so nasty ! The new machines can be designed in such a way that the above can be taken care of.
