  We are always concerned about costs and not about the outputs and the outcomes of such decisions. Nobody has been able to tell us in real terms the effects of such decisions on sectoral outputs and outcomes. Just as the president is concerned about the subsumption of youth development by sports under the Ministry of Youth and Sport, so must he be equally concerned about the possible subsumptions of, for example, Railway, Aviation and Marine/Water Transport by Road Transport under the Ministry of Transport. These have been the case in times past, in terms of budget allocations, Ministerial focus and attention, affecting the overall outputs and outcomes.
