  Ken himself told us directly from TV interview he had 1000 slots him alone from the Police and proposed to the Military in advance for another 1000. Whether - according to the explanation here - or not he qualified for it is another matter. But Ken's comportment at the time showed he arm-twisted the Police Administration for those slots.
  
  Ken also talked about how he foisted his cronies on thief Kufuor for employment to which the former president obliged.
