If this turns out be true, and I don't have any cause or reason to doubt it since it is Ghana, then it is yet another fresh rendition of the kleptocratic political system that Ghana has transmogrified into! 81,855 ghost names on only one state institution's payroll is no corruption; it is a raid! Raiding and looting of the national treasury! Again, it is the big men and women in action! Barawu banza!

Since it is Ghana, it is most, most probable that similar raids are being replicated in a large number, if not almost all, state institutions! We are seeing in graphic, unequivocal terms the hydra-headed kleptocracy that has bedevilled the polity for all these years of nationhood!
