Do we have brave leaders at all? Dealing with the World Bank and IMF smacks cowardice. It's like a person leaving a cult and scared of being cursed by the cult leader.
You need to reconsider your conceptions about GHANA-IMF relationships. Ghana is a member of the IMF and what ever that is due a member Ghana must take advantage of that opportunity.
Please there's nothing like debt refining. Just say debt restructuring. That is more appropriate.
