  When police are accused of things like this in good countries like UK they are sent to an oversight body (Independent Office of Police Conduct) to investigate. But here in Ghana the police investigate their own actions and inactions and tell the public. When it is like that, even if the police are not at fault in a particular case, people can't easily believe them because they are both the player and the referee.
