Maybe you realizing now. I never did national service. We were posted direct even at college before you write your final exam.

If all these laws are to be obeyed by a personnel,a student, who is yet to learn labour policies and without consideration, then why not do same and quickly to eduction directors at the national regional,municipal and district levels. Very soon the finance ministry will see many court cases of such between teachers and directors who were poorly chosen for no qualification requirement,illegally sitting in offices and who are underperforming. Huge judgement debt awaits government of Ghana if not corrected.

He never commit any offense, if you're a teacher enrolled in University or Polytechnic (now Technician University), and you finished your education, you go straight back to your school and continue teaching, you don't have to be enrolled in National Service, because already you are serving the nation, you have to tell your Headmaster to write to the National Service Secretariat to inform them, unless you resigned from teaching before enrolled in University or Polytechnic, the you have to apply for National Service and do it.
Otherwise, the 95% of the National Service work is teaching, so if someone is a teacher by profession, after University or Polytechnic he goes back to continue his teaching.
As compared to myself, when I finish Polytechnic (now Technical University), I was Electrical Engineering Technician, but I was posted to Jamasi School for the Deaf SHS to do my service, where as there's VRA, ECG, obuoasi Gold Mine, etc, but there was no postings or as such to those places. So the only job for the National Service personnel is to go and teach or going to work in the District/ Municipal/ Metropolitant Assembly

Education directors can always remember to report on teachers absentism as a wrong doing and punishable by not receiving salaries but can not remember other offences which work against them as directors that go against teachers. Most of these directors do not qualify to sit in the offices as directors but they can not remember the policy to sack themselves and rather team -up with the auditors who are the immediate to report at the national,regional and municipal /district offices not to report for a "token". This is one of the reasons why NPP gov.was voted out of office.

I suggest that gov. relies on private license audit firms rather than it's own which is always demanding a "token"to let go things of a case. Let's trap them if in doubt of receiving "tokens".
