  But NOT in a situation whereby wrong courses are mounted to steal and cheat from public while GTEC remains mute and insensitive. For instance, CoDE challenge of using training college teachers at shs ,where they are not even qualified to teach, to teach tertiary students is very indicative of the need of gov's.or the MOE's presence. Government's complete absence is a worrying situation which needs to be changed to give us the extent and areas entry.
