The hiring process for teachers and nurses can take up to a year or more. After the elections, the joint transition team agreed that there should be no new recruitments, unlike in 2016, when the outgoing Mahama administration recruited many people into key positions, including the auditor general and head of CHRAJ. By the way, none of those last-minute recruits were sacked. The mass sackings going on now are probably in response to IMF demands for downsizing not due to poost election hiring.

Indeed when for eg a teacher is employed in say kpando district, after going through interviews and other due processes in say January. He can start teaching but would not be paid until his personnel dossier is forwarded to the Regional and then forwarded to GES Headquarters in Accra, for the Controller and Accountant general’s office to be able to capture him on the payroll. This process takes many months before the person is paid. But when he is paid for instance in December, then his salary will embody 11 months arrears since he has been working since January. So it is impossible for public sector worker to be employed and be paid in the same month. Once a person’s name appears on the payroll, it doesn’t mean he was employed that month. He may very well have been employed many months before,, and that’s why all such debut entrants on the payroll include arrears.
So definitely Dr Ampaabeng is right.
