  Mahama’s. government should not pay any domestic areas that have been incurred by the Akuffo Addo’s government. Paying past debts will affect the government’s ability to re set the country . Let ORAL do its work to recoup all the loot by the Akuffo Addo’s appointees and use that to pay the contractors. What is the use of ORAL ?
