  Hon. Minister, I'm getting confused. Were all these civil servants transferred from scrapped Ministries to the office of the President to continue with what they were doing previously? If so then why scrap the Ministries? Or so that they can get paid for doing notthing. You would have done yourself and Ghanaians a lot of good if you added precisely where these "redundant " civil servants were sent to? The gaps in your explanation are too many and wide. Mildly put. it is a failed attempt at doing it the NDC way - lying.
