Unless there's a review of the justice system.

1. Introduce non custodial sentencing for certain crimes Ghanaians commit(to make way in the institutions)
2. Allow inmates (especially the foreigners in galamsey) to work for their meals, engage in restoration of the environment they degraded and cost of their
repatriation.

When these conditions are met, it'll be sensible to incarcerate all foreigners in galamsey.
