The various tender committee meetings and approvals, capturing into the budget, doing letters of credit through Bank of Ghana and CAGD, sending inspectors to Europe to check the ‘technicals’ are ok , before finally the equipment are shipped down to Ghana , all take time. It’s impossible to do this though one financial year. Indeed by the time of President kuffour leaving office, the procurement procedure was about 95% complete.
